Coming from the "Senate Public Safety" really makes me wonder if those folks really belong on the board. Painting fake guns in fluorescent colors doesn't make the street safer for the police officers. In translation, if the police officers doesn't feel safer around pink guns, the general public isn't safer from police officers either. Why? Because real guns can be painted in those same colors.
Who is to stop criminals from painting a real firearm pink? Even if we have a law that prevent real firearms from being painted pink, is "criminals" going to follow that law? There is a reason that they are called "criminals" in the first place.
Just doing a Google search on "real guns painted in pink law enforcement" yields several common sense articles:
The title of this article says it all... California law enforcement tells state senators that their colored toy guns bill is stupid. This article details "Michael Bloomberg passed a law a number of years ago mandating that real guns couldn't be colored in bright colors (the opposite approach with the same goal) . . . Not a single life was saved by Bloomberg's edict." Enough said.
That's not the only article that points out the obvious. This one points out exactly that, even though the title of the article seem to indicate otherwise: City Council: Brightly-Colored BB Guns Would Reduce LAPD Shootings. This article not only says, "criminals would attempt to mask real guns by painting them bright colors," but it also shows the following photos of real guns painting in pretty colors:
More articles. And this is not a new train of thought that just came about because of this new legislation. This common sense has been flowing around for a long time. For example, this "Real or fake: Law enforcement officers concerned about the blurring line between deadly and toy guns" article is dated back to 2008.
Seeing that a commoner like myself can pull up these research materials within a few minutes on Google, I have to ask... Do the politicians behind this legislation have their head up in the clouds? Or are they just "pretending" they are doing something about these wrongful killings?

It's been voted to pass in the Senate. It has not gone through the Assembly yet.

On 6/24 its been voted in the assembly public safety committee and will proceed on to assembly appropriations committee. If it passes there it will proceed to on to be voted by assembly body within a few weeks.

SB-199 has been amended on 8/26 that in addition to blazing orange tip, to color only the trigger guard and a 2cm wide strip around the mag, buttstock or pistol grip a flourescent color. This applies to airsoft guns of 6 or 8mm pellets.
